Cluster Scheme
Cluster Development and Microcluster Development are flagship initiatives of COWE India, designed to create specialised business ecosystems that enable women entrepreneurs and regional communities to access infrastructure, markets, technology, and institutional support.
These schemes bring together government agencies, technical institutions, entrepreneurs, and local communities to develop sustainable clusters around specific industries and products. Through these initiatives, COWE works to promote inclusive industrial development while creating stronger opportunities for women-led enterprises.
Haldi Cluster Introduction
A prominent example is the Haldi Cluster at Chinthapalli, Andhra Pradesh, which demonstrates how cluster development can support tribal communities and strengthen regional entrepreneurship. The project is supported by the Ministry of MSME, with COWE India serving as the Technical Agency and ni-msme serving as the Nodal Agency.
The initiative benefits 712 tribal farmers through a Special Purpose Vehicle, helping them secure better prices and improve their livelihoods. COWE also contributes marketing support, helping farmers take their products to wider markets and create stronger commercial opportunities.

Expansion & Future Vision
Building on the success of cluster initiatives, the Andhra Pradesh Government has sanctioned 30 units specifically for women entrepreneurs within such cluster-based development. These initiatives demonstrate how specialised infrastructure and shared resources can create stronger foundations for women-led businesses.
COWE plans to replicate this model through similar industrial clusters across other states in India. Cluster development is also integrated with Women Specific Industrial Estates and Common Facility Centers (CFCs), creating a comprehensive ecosystem that supports infrastructure, shared facilities, innovation, market access, and long-term growth for women entrepreneurs.
